The County plans to submit an EPA Brownfields Cleanup Grant Application in November 2024 to apply for funding to remove hazardous materials and/or petroleum products identified at the property. Prior to submitting the grant, the County is encouraging community members to review and comment on the draft application which includes draft Analysis of Brownfield Cleanup Alternatives (ABCA) on Tuesday October 29, 2024. [BH1] Additionally, an electronic copy of the draft cleanup application and the ABCA will be available online at https://berkeleymeansbusiness.com/brownfield/ beginning October 15, 2024, for public review and comment.
This initiative is part of a larger Brownfield Grant Program the County commenced in 2022 when County Council approved a $500,000 EPA Brownfield Assessment Grant to fund a large-scale revitalization initiative in the St. Stephen area. Part of the U.S. Environmental Protection Agency’s Brownfield Community Wide Assessment Grant Program, the EPA Brownfield Assessment Grant is helping fund environmental assessments on certain properties throughout St. Stephen—including the former St. Stephen High School property.

The EPA Brownfield Assessment Grant identified the former high school as a potential site for redevelopment in the area with a goal to provide more job opportunities and other quality of life resources for the community.
Over the last two years, community engagement has been a critical part of the EPA Brownfield Assessment Grant, including the establishment of the Brownfield Steering Committee, an 11-member team of local residents. This group directs the County in the assessment of properties and establishing goals and outcomes of the grant process.
A community meeting on the new EPA Brownfields Cleanup Grant is set for Tuesday, October 29 at 6 p.m. at St. Stephen Elementary School, located at 1053 Russellville Road, St. Stephen. The meeting will be a time for the public to review and comment on the draft grant application and ABCA in person and provide public comment.

ST. STEPHEN, S.C. ST. STEPHEN, S.C. (WCSC) - Berkeley County officials are one step closer to cleaning up St. Stephen areas, including an old high school.
The Town of St. Stephen will have revitalized areas in the upcoming years thanks to grant funding from the Environmental Protection Agency. Berkeley County officials applied for the first Environmental Protection Agency Brownfield grant back in 2022 as part of phase one of its initiative.
County officials accepted $500,000 in funding to assess many areas around town with environmental experts. The initiative focuses on the old St. Stephen High School that closed back in 1996, along with an old lumber mill that closed around 1970 on an 85-acre land area.
The assessment of the old high school’s property found mercury in the gym floor, lead paint, asbestos and structural integrity concerns.
Berkeley County officials say community members are supportive of cleaning up the old high school property as it holds cultural value for many alumni.
The Workforce Development Manager for Berkeley County, Corey McClary, says findings will be shared with the community before heading into phase two of the cleanup. McClary says the initiative is driven by the community’s wishes for the area.
“The old St. Stephen High School was actually the old Russellville High School,” McClary says. “And a lot of the community residents, they all attended that school so it has a significant cultural as well as local importance to them and they were very adamant on doing whatever they could to just save that.”
Official’s next steps are to submit an application for another Brownfield grant as well as the Clean-up grant by the EPA in November. This funding goes towards cleaning up the hazardous materials found on the property.
“We have been working hard to make sure we do everything we can to try to salvage what remains of that school,” McClary says. “and to see something happen in the future that can help benefit not only the old students that called that school home but also the current community.”
Community members are encouraged to get involved with the initiative through community meetings. The next meeting takes place at St. Stephen Elementary School at 1053 Russellville Road at 6 p.m. Tuesday.
